The Chicago Tunnel Company built a 2 ft (610 mm) narrow gauge railway freight tunnel network under the downtown of the city of Chicago. This was regulated by the Interstate Commerce Commission as an interurban even though it operated entirely under central Chicago, did not carry passengers, and was entirely underground.
A tunnel is an underground passageway, dug through the surrounding soil/earth/rock and enclosed except for entrance and exit, commonly at each end. A pipeline is not a tunnel, though some recent tunnels have used immersed tube construction techniques rather than traditional tunnel boring methods.
